Ad-Dardagat’s Mafia Shows the Corruption and Greed of the Regime in Sudan. This Capitalist Greed Can Only Be Stopped By The Khilafah State!
On Monday 5/3/2018, Al-Jarida Newspaper published on its fifth page a damaging investigation entitled “Ad-Dardagat Mafia”, which revealed the extent of greed and exploitation practiced by the local authorities through control and monopolization of hiring “Ad-Dardagat” for workers, who are mostly children. (Ad-Dardagah is a one-wheeled cart loaded with goods and manually pushed by the worker). The worker pays the local authority 30 pounds a day, 25 pounds of that is the rental price for the Ad-Dardagah, in addition to 5 pounds paid daily to watchman working for the local authority, and before that they have to pay the administration unit 200 pounds deposit as a guarantee, then they will be given (Ad-Dardagah), from the popular market of Omdurman.
The newspaper reported in the investigation from the popular market in Omdurman: “A Mafia takes the reins of the matter and controls the dividends of their efforts, and no one can stop them, and most of them ride Tucson brand’s luxury cars” the workers, who are mostly children, rent Ad-Dardagah from the local authority, which monopolizes this business, and bans any worker using an independent Dardagah. According to the investigation, the contractor revealed that there is an agreement between him and the local authority that the work of Ad-Dardagat will be under the umbrella of the administrative officer, or on behalf of the union, and he revealed the agreement between him and the administrative officer; he said, “we sat on the floor” with the administrative officer of the local authority who handed him a contract of 50 million Sudanese pounds, as the rent of Ad-Dardagat by the local authority, and paid for it. He was asked to pay 50 million Sudanese pounds monthly to the local authority, and another 185 million Sudanese pounds to the administrative officer without a receipt. He said that the workers were the ones who deliver the money to the administrative officer in the popular market unit in Omdurman, and sometimes the contractor himself would hand over the amount hand to hand, without an official receipt!
The one who bears the responsibility for this huge corruption, and this blunt injustice, is the state that looks after the interests of greedy capitalists, beneficiaries and enslavers of the poor and the oppressed. (Ad-Dardagah) Mafia are widespread in all markets, and the state’s abstention to change this situation and its continuous silence over this injustice, through its local authority, is itself an endorsement to the crime. This confirms what we have been saying in Hizb ut Tahrir / Wilayah of Sudan; that the source of corruption and head of criminality is in the wrong view adopted by the state, in adopting the corrupt capitalist system as the de-facto law of the state, which is void in the Shariah view. The state does not see anything wrong about the ways that businessmen and crony capitalists acquire their wealth, even if it is the exploitation of the poor and needy, and the monopolization of everything, even the means to control people’s bread-owning, despite the fact that monopoly is forbidden in Islam, and is a terrible crime, because of its disastrous consequences, which manifests in this case of Ad-Dardagah; the injustice, exploitation and prevention of people from Halal work, the Prophet (saw) said:
«لا يَحْتَكِرُ إِلا خَاطِئٌ»
“No one monopolizes but the wrongdoer.”
Islam has allowed people to work in the markets, without being banned or exploited by anyone, whether a ruler or ruled. The Prophet (saw) said:
«هَذَا سُوقُكُمْ فَلا يُنْتَقَصَنَّ وَلا يُضْرَبَنَّ عَلَيْهِ خَرَاجٌ»
“This is your market, no one can prevent you from it, and no can impose a tax (kharaj) on you (for buying and selling)”
The state today forbids people from their legitimate Shar’i rights, as they do with the “kashat” (police storm and confiscate businesses). They take the taxes from the traders and prevent them from working using their (Dardagat) which they own, which they bought with their own money.
This terrible and painful reality shows our people in Sudan the reality that Hizb ut Tahrir calls for, that their problems will not be solved except by the second rightly guided Khilafah (Caliphate) on the method of Prophethood, because it is an ideological state based on their Deen; its ruler will look after them, and implements the laws of Islam, he is not corrupt, and not unjust. Allah (swt) says:
﴿وَمَن لَّمْ يَحْكُم بِمَا أنزَلَ اللَّهُ فَأُوْلَئِكَ هُمُ الظَّالِمُونَ﴾
“And whoever does not judge by what Allah has revealed – then it is those who are the disbelievers” [Al-Ma’ida: 44]
