Dear Brother Editor-in-Chief of As-Sudani Newspaper
Assalamu Alaikum Wa Rahmatullah Wa Barakatuhu,
We read the article by Mr Babikir Faisal titled: “Islam is the Solution: How?” in your newspaper, As-Sudani, Issue Number 3511 on Thursday, 15/10/2015, in which the writer criticizes the contents of the statement of Hizb ut Tahrir Wilayah Sudan entitled: “If the Solution is not in Islam then where is it?!
In pursuit of our right to respond, I would be grateful to you to publish the following response to his article:
First: The author mentioned in his article that those who advocate the return of the Khilafah have no clear and detailed vision for the method of its establishment, and they also do not have a vision of the methods needed for selecting a ruler, or how to rule under the Khilafah, as well as their ignorance of how to overcome the obstacles created by the times, which includes the reality of the existence of the nation state, but are only sufficed by raising slogans and highlighting a rosy picture of the Khilafah’s history.
This writer continued to repeat these phrases whenever he criticizes statements issued by Hizb ut Tahrir. We responded to him and explained that Hizb ut Tahrir has a detailed vision that determines how to establish the Khilafah, and how governance and administration should be like in the Khilafah. We also asked him to come to the Hizb offices to learn about this, or to access the Hizb websites widespread on the Internet to learn more, except that what drives him is clear from his writings that it stems from the intellectual basis that makes him hostile or ignorant of the Khilafah and those who are working to resume the Islamic way of life to establish the second righteous Khilafah on the method of Prophethood.
The road to the establishment of the Khilafah is according to the Shariah, which our beloved Prophet (saw) followed: It is by creating a conscious block for Islam, and the existence of a detailed program of governance and administration, and qualified men who have the ability to rule and look after people’s affairs, and the people of power and protection, who give the pledge of allegiance, whereupon the state will be established, it is the same path pursued by Hizb ut Tahrir to reach the Khilafah, which is now one step away from its establishment.
The Khilafah that we have been explaining, it is not only the perfect system, but it is also the system that Islam enjoined, the Messenger of Allah (saw) says:
«كَانَتْ بَنُو إِسْرَائِيلَ تَسُوسُهُمْ الأَنْبِيَاءُ كُلَّمَا هَلَكَ نَبِيٌّ خَلَفَهُ نَبِيٌّ وَإِنَّهُ لا نَبِيَّ بَعْدِي وَسَتَكُونُ خُلَفَاءُ تَكْثُرُ» قَالُوا: فَمَا تَأْمُرُنَا؟ قَالَ: «فُوا بِبَيْعَةِ الأَوَّلِ فَالأَوَّلِ وَأَعْطُوهُمْ حَقَّهُمْ فَإِنَّ اللَّهَ سَائِلُهُمْ عَمَّا اسْتَرْعَاهُمْ»
“The Prophets used to rule Bani Israel. Whenever a prophet died another prophet succeeded him, but there will be no prophets after me; instead there will be Khulafaa’ (Khalifahs) and they will number many”. They asked: what then do you order us? He said: “fulfil allegiance to them one after the other. Give them their dues. Verily Allah will ask them about what he entrusted them with.” (Narrated by Muslim)
As for the nation state, which the author sees as a creation of the times, it is the creation of colonialism, the owners of democracy, which he promotes. The ones who guards the national borders are the rulers who were appointed by the Kaffir West, who enabled them to stifle the Ummah, and serve their masters, this is why the West is keen on their presence in power despite their tyranny and dictator ship, even though it is the one who claims to follow democracy. In front of you are the words of former US President George W. Bush, “The United States has been supporting dictatorships in the Middle East for more than sixty years, and that those policies did not bring to America security, and did not serve their interests.” Although we do not need evidence of the support of the democratic West to the tyrannical regimes in the Muslim world and it is crystal clear, all eyes can see it, and is overlooked only by the one with blind insight.
As for our part in highlighting a rosy picture of the Khilafah which does not reflect its history, the Khilafah is a human state governed by humans who can be right and wrong, it is – i.e. the Khilafah – even with certain aspects of misapplications some times, it does not detract from it being the best system known to mankind, even today. On top of that it is the only system which is obliged by The Protector The Exalted The Majestic on the Muslims.
As for the history the author refers to in his negative description of the Khilafah, it is the history that everyone knows was written by the enemies of the Ummah, and thus cannot be valid, and even Muslim historians unfortunately has taken from Western historians the history of Islam. And above all, when studying any system, it is not taken from the men who implement it, and not from the history of its implementation, but it is taken from its sources, and the sources of the state of Islam, the Khilafah, are the Book of Allah; which is not surrounded by any falsehood, it is a revelation from the All Wise and All Knowing, and the Sunnah of the Messenger (saw) and what they refer to from the consensus of companions and Qiyas Shar’i.
And when Hizb ut Tahrir speaks about the Khilafah, and calls for the resumption of the Islamic way of life by establishing the Khilafah, it does not call for the Umayyad or Abassid or Ottoman Khilafah, rather it is working and calling for the righteous Khilafah on the method of Prophethood. The one that the author said about: the defenders of the Khilafah do not find anything to rely upon only except the righteous Khilafah and the reign of Omar bin Abdul Aziz. Here we ask the author a question, and he is a Muslim who believes that Allah commanded us to implement His Law on earth, and He (swt) described the one who denies ruling by Islam as a Kafir, and the one who implements other than Islam out of fear or being smitten with reality as unjust and a wrongdoer, Allah (swt) says:
(وَمَنْ لَمْ يَحْكُمْ بِمَا أَنْزَلَ اللَّهُ فَأُولَئِكَ هُمُ الْكَافِرُونَ)
“And whoever does not judge by what Allah has revealed – then it is those who are the disbelievers” [Al-Ma’ida: 44]
The Almighty says:
(وَمَنْ لَمْ يَحْكُمْ بِمَا أَنْزَلَ اللَّهُ فَأُولَئِكَ هُمُ الْفَاسِقُونَ)
“And whoever does not judge by what Allah has revealed – then it is those who are the wrongdoers” [Al-Ma’ida: 45]
And He (swt) says:
(مَنْ لَمْ يَحْكُمْ بِمَا أَنْزَلَ اللَّهُ فَأُولَئِكَ هُمُ الظَّالِمُونَ)
“And whoever does not judge by what Allah has revealed – then it is those who are the defiantly disobedient” [Al-Ma’ida: 47]
And our question to the author is, since the implementation of Islam and its rulings is an obligation, and since he admits that the period of the Righteous Khalifs is the example, then why does he not call for the return of that period, and be with the ones working for ruling by the Shariah, rather than call for the application of the Kufr democratic systems?!
Second: The author wondered why didn’t Hizb ut Tahrir give pledge of allegiance (Bay’ah) to the Caliph Al-Baghdadi? Then the author emphasizes this by saying: “Neither Hizb ut Tahrir or other groups, which call for the return of the Khilafah can say that the state of Da’ish (ISIS) is not the correct Khilafah …”, and this shows the ignorance of the author regarding the reality of the Khilafah. And we say whatever your opinion of the Khilafah, righteous or not, ISIS did not establish the Khilafah state or any other state, it is just a faction fighting and is being fought, and the issue is not just a declaration of state and swearing allegiance to a Khalif. Had the matter been that simple, then Hizb ut Tahrir would have announced the establishment of the Khilafah sixty years ago. The author knows this fact, and others know this, but it is the deliberate distortion and obfuscation by the West and its collaborators, agent politicians and the intellectuals of the notion of Khilafah: in which lies the Glory of the Ummah and satisfaction of the Lord of the Worlds.
As for the author’s discussion of the inability of those who raised the slogan of Islam is the solution, and who ruled this country and failed in addressing economic, social and political problems and others, we say to him it is because they raised slogans and did not apply Islam or establish the Khilafah, but they established a state on the Western pattern: a Republic headed by President of the Republic and Parliament that legislates other than the law of Allah. The issue is not the arrival of Islamists to power, but the issue is the arrival of Islam with its laws and systems to power.
Third: The author recognizes at the end of his article that the contemporary world’s problems are very complicated, it is not enough to face them by raising general and loose slogans, but the developing of detailed programs is needed, and the accumulation of great skills, and preparation of leaders who have complete knowledge of what is happening in the world, and that it should all be done within the framework of a pluralistic system of government that takes into account the liberties and allows the change of power peacefully and respects the laws and provides political stability, and that this is provided by the democratic system that Hizb ut Tahrir says it is a Western Kuffr system. In our role, we ask the author: who created these problems, which he described as very complicated, is it not democracy? Did these highly complicated problems arose because people ruled by Islam under the Khilafah State?! How can the solution be in democracy and Khilafah is the disease that produced these complicated problems?! How do arrive at your judgment?!
Finally, we assure the author that there is no way out for the Muslim world but by Islam, under its righteous Khilafah State on the method of Prophethood, but no way out for the whole world, except by it, because they are the laws of the Lord of the Worlds, the One (swt) who says:
(أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِقَوْمٍ يُوقِنُونَ)
“Then is it the judgement of [the time of] ignorance they desire? But who is better than Allah in judgement for a people who are certain [in faith]” [al-Ma’ida: 50]
