Kyrgyz Interior Minister, Melis Turganbaev, presented to the journalists his report on past year’s work. According to the internet site for Vecherniy Bishkek Newspaper, it is hard to describe the press conference that was held on 11/03/2015 as an annual report. It was difficult for Turganbayev to answer the questions. And even he himself could not answer some of the questions; since he does not possess any information about their reality.
President Atambayev wants to lean on his Interior Minister in these difficult circumstances that the people of Kyrgyzstan whimper from its load. And this mistake reminds us of the attempt of the former President Bakiyev, who fled abroad because he too gave the Interior Minister broad powers, and tried to act through the security forces. And then we saw the consequences of handing his people to the Police and the climax of this delivery!
The coming days will be very difficult for the people of Kyrgyzstan, and in principal, the ruler must take care of the affairs of his people and stand with them especially in these difficult circumstances. In the rule of the Khaleefah Umar Ibn Al-khattaab, a severe famine occurred and flocks perished of hunger. So our master Umar made an oath that he would not taste anything but dry bread and ghee, and remained so for the duration of the famine until it was rightfully resolved!.
Handing over the people of Kyrgyzstan to police that is drowned in corruption will increase the level of intimidation over the people and expose them to oppression, which is a darkness on the Day of Resurrection.
We also note that Atambayev gave broad powers to his Interior Minister, Torganbayev, by introducing him in the political scene, and he in turn expanded the powers of the police in controlling the means of transportation. Because this police is considered to be the main source of income for the Ministers and it also bears part of the expenses of the security forces by taking people’s money. And now, this minister wants to expand the ranks of the police exponentially. Therefore, they are trying hard to convince people that the danger of Islamic forces is increasing day by day.
All these actions have increased the burden on the people who are groaning under the load of injustice. The government wants to tighten control over the people through the taxation institutions… i.e. it wants to enable these institutions to plunder people’s money. It has recently detected the sale of donkeys’ meat in the market, and the incident received widespread coverage in the media. The aim of highlighting this in the media is to convince the people that the prevention of such an adverse incident needs strict laws imposed by the government, then it uses them to subjugate the people, rather than using them to account the corrupters and the spoilers.
As Karimov and Putin did, Atambaev wants to divide Kyrgyzstan into several clans, and let each clan dominate a particular area, and the Government in turn ensures the activity of these tribes in those areas freely. This mafia style of governing does not help in the current circumstances in Kyrgyzstan, because these clans rather than being faithful to their country, they would fall under the influence of the major countries; this is because the effect of those states in Kyrgyzstan is very strong.
The security forces are not a political institution, they are an executive institution, and the government’s use of this institution as a tool in the political arena against its own people, that is, against Muslims is equal to the action of an idiot who cuts the branch of the tree which he sits on. It is a grave stupidity to compare Kyrgyzstan with Kazakhstan or Uzbekistan or to shadow their traces. This is because the authoritarian regimes in these neighboring countries arose due to the influence of certain major powers and according to the international balance of forces, and these oppressive regimes are waiting their fate like that of Saddam Hussein and Gaddafi, and they resemble a gunpowder barrel.
Kyrgystan has signed agreements and conventions with the colonial powers and spent big money for these agreements. These agreements were signed in several aspects that contradict each other. So, Kyrgyzstan has sunk in loans to the extent that it cannot repay them. Some of these loans were offered in exchange for the promotion of democracy, and some were made by Russia in exchange for the expulsion of United States’ military airbase from Kyrgyzstan. Kyrgyzstan has not rejected any of the loans that were granted by the major powers for the development of certain areas, and the interests of the major countries contradict each other. Therefore, it is not expected from these countries any good for Kyrgyzstan.
n conclusion we call Atambayev to not repeat the mistakes made by the former presidents. The war that is led by the security forces against Muslims is not to be considered as the police’s war, but rather must be perceived as President Atambayev’s war against Islam and Muslims. This is because police is not a political institution but an executive institution implementing the policy decisions made by political forces. Hence the submission of the people to police transforms the country into a police state, and increasing people’s radicalization quickly. Moreover, the head of State is responsible for his people and of the affairs that take place in the country, primarily!
Abdullah ibn Umar (may Allah be pleased with him) reported the Messenger of Allah, peace and blessings be upon him, said, «كُلُّكُمْ رَاعٍ، وَكُلُّكُمْ مَسْئُولٌ عَنْ رَعِيَّتِهِ، الإِمَامُ رَاعٍ وَمَسْئُولٌ عَنْ رَعِيَّتِهِ، … وَكُلُّكُمْ رَاعٍ وَمَسْئُولٌ عَنْ رَعِيَّتِهِ» “Every one of you is a shepherd and is responsible for his flock.
